This prototype is structured as an accessibility-first municipal foundation: semantic page landmarks, skip navigation, visible focus states, high-contrast design, readable typography, labeled forms, organized document areas, and a future ADA document publishing workflow.
Important: this is an accessibility foundation, not a legal certification. Before official launch, run automated and manual accessibility testing, screen-reader review, keyboard-only review, PDF remediation checks, and municipal legal review.
